DELORS, President of the Commission. (FR) Mr President of Parliament, Mr President of the Council, ladies and gentlemen, I do not have a great deal to add to what has been said by President De Michelis.

In its most sensitive part, the text stated that Parliament reiterates its keen desire to see a peaceful solution to the crisis, in accordance with the principles of the United Nations Charter, principles which of course, as we all know, were interpreted by the Security Council in its Resolution 678 of 29 November 1990.

Europe has its part to play.

This implies financial consequences for the Community budget amounting to some ECU 2000 million a year, but only from 1991.

We are therefore by and large in agreement with the valuations, and had no reason to modify the original amount.

GALLAND (LDR). (FR) Mr President, I wouldn't like to cast suspicions on anyone.

NIANIAS (RDE), rapporteur. (GR) Mr President, I would first like to thank the Commissioner for the optimistic prospect he has opened to us, though we continue to have a problem about economic support for the programmes.

But that is not the issue.
