To do that we need critique, we also need trust in advance.

As to the question of the package itself, if there is an attempt to usurp the agreement we have reached and which you signed on our behalf, Mr President, then I would have no hesitation in recommending to this House that wc do not grant a second reading, because we would have met our part of the bargain while the other institutions had failed us.

We say no to an authoritarian, technocratic solution based on establishing a single currency and removing all freedom of manœuvre for national policies, but we say yes to a much more flexible and evolutionary solution adoption of a common currency that would operate for several years before any further step was taken.

I think it fair to say, ladies and gentlemen, that this is another point in favour of the European Community and a good augury for its future.

The type of agreement is often not very clear and not homogeneous.

What this Community needs at the present time, Madam President, as we approach intergovernmental conferences, is men of vision, and what we actually find in the Council of Ministers is a group of people whose vision does not take them any further than the balance sheet to look at the marginal cash few consequences of their decisions. People like my own Government niggle about every dot and comma in the Community budget and argue over every single ECU in the Community budget.

When we learn that compromise does not mean capitulation and cooperation does not mean complaisance then this House will begin to play the role that wc would all wish for it.

I thought it necessary to make this point so that as we all celebrate this historic moment which sets the seal on reconciliation among all European peoples, who have been alienated for too long, we remember to do our duty, if only to refrain from fostering resentment and frustration among other peoples, frustration that would compromise the balance and dialogue that is necessary to our own future.

So, I have no hesitation in commending the second reading to the House and urging this House to support it in the vote this evening.

As the second reading report of the European Parliament is based on the Common Position, the Commission amends its proposal also on the basis of the Common Position.

Since we were unfortunately unable to reach agreement on those two points between the groups, the Commission's line has basically been confirmed since neither of the two sides got the clear majority which would muster 260 votes in the second reading.

So we reject your proposal. I very much regret this, because we will form part of a minority to which we do not really belong.

On the Commission's behalf I can now say that the Commission takes back and accepts the fourteen amendments out of the nineteen that it had already accepted at the first reading.

I am anxious to make this point in what is presumably our last debate on this subject, since unification is already an institutional reality, even before the forthcoming elections.

A wide array of training measures are being introduced to enable people to deal with this problem. I see only one difficulty, if I may respond to the interruption, namely that too many former comrades are still to be found in the undertakings and institutions of the GDR doing all they can to block this process.
