Our conclusion is very clear this interinstitutional agreement is unworkable.

I believe that, in executing the PERIFRA programme, account must be taken of the putpose for which it was actually intended.

As this derogates from the Financial Regulation, it will require an Inter institutional Budgetary Agreement.

As a result of the intermediate ceilings, the Interinstitutional Agreement has become rather like a tight corset.

Of course, we are facing a change in the nature of the instruments envisaged in the interinstitutional agree ment on budgetary discipline and the improvement of budgetary procedure.

As the Lisbon Treaty significantly changes the budgetary procedure, the provisions on the interinstitutional cooperation adjusted to the new procedure are included in the Annex of the new Interinstitutional Agreement on cooperation in budgetary matters.

Despite the ramifications of our budgetary procedure, the interinstitutional agreement makes it possible for us to intensify our collaboration.

In 1988 we signed an interinstitutional agreement which placed the annual budget in a multi annual framework.

That way, we shall be able to lift the freeze on resources in policy areas as important as environmental protection, social policy, food aid, disaster aid, the internal market etc.

A much broader approachmust be adopted in the future. The environmental problems all around us show this is necessary.

Moreover, as part of the proposals for the 1992 budget, we will be looking to the Commission for proposals on the revision of the interinstitutional agreement, allowed for in that agreement, so that our budget process will be evenly applied as we go through the next decade.
