The first point concerns the difficult question of staff.

(FR) Mr President of the European Council, Mr President, ladies and gentlemen, we vigorously and unreservedly condemn the Iraqi government for its manifest violations of the law of nations and human rights, for its hostage taking, which under international law is a flagrant act of war, for its blackmailing threats of terrorism and use of the most barbarous methods.

With the possible exception of Poland, these countries are not spiritually equipped to endure hardship in the long term.

The fact that something is secret does not mean that it is clandestine.

Because of this amendment eliminating the limit of a maximum number of ten areas of European interest, because of this amendment which, I think, distorts a key point of the initial text, our group, to our great regret, will be voting against the text as amended and I personally, to my great regret, will abstain on this text.

BANOTTI (PPE). Mr President, I thank the Commissioner for his statement.
