Following the Stockholm Council 's approval of the recommendations in the report of the Committee of Wise Men on the Regulation of European Securities Markets , the Commission adopted two Decisions ( 1 ) on 6 June 2001 establishing the European Securities Committee ( ESC ) at Level 2 and the Committee of European Securities Regulators ( CESR ) at Level 3 .
