Assessment by the Commission on the achievements of the Fund

(PT) Mr President, ladies and gentlemen, the few minutes at my disposal do not allow me to do anything more than call attention, in summary form, to a number of essential points arising from the draft budget for 1991 and the opinion approved by the Committee on Social Affairs.

Despite generally welcoming this proposal, we have a number of specific objections.

We in fact know, Mrs Joanny mentioned it a moment ago, that in the light of increasing automation, the question of wage or recruitment costs is playing an increasingly minor role on ships also, and that the argument of many shipowners certainly merits first being closely looked into.

That is why it is necessary to ensure that the Council can, if appropriate, substitute its own decision for that adopted by the Commission following the committee procedure.
