PRESIDENT. That has already been explained by Mr Collins.

I understand the need for the Commission to move quickly to ensure this legislation is in operation in 1992 but I see no reason why stage 2 controls could not be implemented at an early stage at petrol stations and the large canister be gradually phased in on new car models.
