These leg traps, which break bones, tear flesh and leave animals to die in agony, or force them to pull so hard in their attempts to escape that their legs are torn off, are of course banned in a number of States.

On the other, we have concerned animal welfare lobbyists and we also have the more extreme brand of animal rights lobbyists who have made life pure torture for most of us for the past six months.

This trap has been banned in 63 countries as well as in five of the Member States and its use is restricted in the seven others.

However, we have a categoric assurance from one of the leaders of Indigenous Survival International, Mr Smokey Bruyère, that the indigenous people themselves will make every possible effort as quickly as possible to phase out the use of this trap and to use humane traps.

However, it is important that we realize that we have very little to offer those whose lives will be most affected by this ban. It will require time and while we all, I think without exception in this Parliament, condemn the use of this device we must also remember that changing it for the people of Northern Canada particularly, who live in some of the most inhospitable country in the world, is going to be both difficult and expensive.

SELIGMAN development which has taken place has been the launching of an aggressive lobbying campaign by animal rights groups that have absolutely no regard for the livelihoolds and traditions of native groups and that have as their prime objective the destruction of the fur trade.

We therefore agree with the rapporteur's proposal to give third countries until 1995 on condition that within that time there has been sufficient progress with regard to the development of humane methods of trapping.

It relates to a request I am making to the Commission following my attendance on behalf of my group at the meeting on urgencies yesterday. The question relates to nuclear waste reprocessing contracts entered into by the Atomic Energy Authority in Britain, with West Berlin, The Netherlands and France, against the wishes of the democratically elected local authorities in my area.
