The Community as we know it today is the result of a series of gradual evolutionary processes, and it gives me pleasure to recall a comment by the President of this Assembly, who referred to this process as an open constituent process.

The Community and its Member States are, however, still profoundly concerned at the continuation of the conflict in Cambodia.

The budget wc are debating is only part of the overall financial framework in which next year's Community actions will take place.

For that to happen, thete have to be changes in four key parameters the arms race the population explosion the stark inequalities between countries and the state of the oil market, which, if possible, should be so regulated that it is no longer a weapon of war or a temptation.
